The event was staged against that day&#8217;s military contracting meeting, hosted by Credit Suisse, but connections to Occupy Wall Street were evident on many levels, from the organization of the protest to the perceptions of observers.</p>

<p>I wore a pressed shirt in order to better engage not only protesters and passersby but also with bankers as they left work and took stock of the chanting crowd. I wanted t get as many voices as possible, from the staunchest defenders of OWS and related movements to its arch-opponents. Not because all of these perspectives are equally valid, but because we get a richer picture of how OWS has affected the psyche and political landscape of our world when we consider the dissent and ambivalence OWS encountered as well as its networks of support. Hearing the voices of bankers and defense contractors who can barely contain their rage at OWS should, in fact, tell us a great deal about how much the movement has achieved. Meanwhile, we also hear certain slippages&#8211;privileged people who can&#8217;t hide their sympathy.</p>

<p>Dhammakaya is a very new movement within Buddhism, and breaks from many of its classical precepts. As a philosophy, it has roots in the early 20th century, with a revered monk named <a href="http://www.thai-amulets.com/Monks_Detail.aspx?mid=54">Luang Phor Sodh</a> who purportedly rediscovered a long-lost method of attaining enlightenment. In fact, the current sect is a posthumous interpretation of Luang Phor&#8217;s teachings that wasn&#8217;t founded until the 1970s, and its leaders are at least as successful as entrepreneurs as they are as philosophers. Their brand of Buddhism could be justly compared to any number of religious movements around the world that seek to make worship relevant to the moods and mores of modern life.</p>
<p>This includes, for example, an overt and intimate connection between material wealth and spirituality. Pictured below is a bag, distributed by the temple for carrying shoes while indoors, adorned with Dhammakaya&#8217;s official slogan: &#8220;Quickly Rich/Powerfully Rich/Thoroughly Rich&#8221;</p>

<p>Relevance also means heaps of technology. And size. The central building of the wat looks a lot like an airplane hangar (note the people at the bottom of the photo for scale), complete with a logo that evokes a disc-shaped aircraft set to launch.</p>

<p>There didn&#8217;t seem to be a single point in the entire complex where one was out of view of a television, or out of earshot of a mounted Bose speaker. Between the morning and afternoon meditation sessions, a panel of young men and women chatted and laughed at a long table, talk show-style, their faces and voices amplifying throughout the vast terminal. Though there must have been hundreds of small televisions, the two largest screens, standing some fifteen feet tall, flanked the main stage, on which a group of novice monks sat in a geometrical array on top of a dais shaped exactly like the other building, the aircraft/Chedi. During the talk show, the presenters appeared on the screens as gigantic talking heads; when formal meditation began, they were replaced by blue orb graphics and fiery orange Buddhas. Whoever orchestrated the program most certainly understood color theory.</p>

<p>My companion described all of this as a great example of the Thai concept of <em>Riyap Raawy</em>, or perfect orderliness. Every element of the space, from load-bearing poles to floor mats to the seating arrangement of worshippers, was made absolutely uniform. And thanks to the even distribution of media, every person in the wat could see and hear clearly from anywhere &#8211; this is critical, since the space is touted as being able to accommodate a stunning <em>one million</em> devotees at a time.</p>
<p>There are certainly examples from throughout history of religious structures that, like Wat Dhammakaya, were built to be huge and awesome (in the biblical sense), and to thus give everyone the sense that they were encountering transcendence. This experience is often audible. For example, in the whispering gallery of St. Paul&#8217;s Cathedral in London, the acoustics allow you to hear another person with perfect clarity, even if they&#8217;re fifty feet away and whispering. The inner dome of the Taj Mahal has a similar effect. In both cases, the echoes suggest a sublime unity between the speaker, the space, and the cosmos &#8211; even the slightest utterance resonates everywhere. Upon speaking, you get the feeling that all things are connected.</p>
<p>However, the technological space of Wat Dhammakaya, although relentlessly amplified, works differently.</p>

<p>Around thirty seconds into the recording, we start to hear two speakers go out of phase, just a few milliseconds off from each other. The slight delay makes the voices (these are the talk show hosts again) sound warbly. Here, we become aware that this isn&#8217;t actually a space of unity, but of total atomization. For each area in the temple, there is a separate set of speakers &#8211; in accord with the mandate of mass media, each person is addressed in his own world. Although everyone hears the same thing, they never actually hear together, from the same source. In certain moments, such as when the speakers go out of phase, we overhear that others are also hearing, but the possibilities for joining them are limited. The only way to get the message is through your own private equipment. For a sect so focused on personal development, becoming thoroughly rich, and so on, this seems poetic.</p>

<p>As an art critic, it must be an awkward assignment to memorialize the work of an artist who rejected memorials. Sound installation pioneer Max Neuhaus, who died in 2009, productively confronted the limits of artistic form throughout his long career, but at no moment was this challenge more powerful than in death. A recent book by the Dia Art Foundation, one of Neuhaus&#8217;s key patrons, engages just this paradox.</p>
<p>Neuhaus was among the first modern composers (if that title even applies) to work with sound in a deliberately non-musical idiom. Breaking from predecessors and contemporaries in the field of sonic art, Neuhaus was never interested in how to bring concrete sound into composition, let alone the concert hall. To whatever extent possible, his work was publicly situated &#8211; on streets or in subway stations, for example. His authorial presence was supposed to be as invisible as his art. The idea was to engage audiences without ever signaling to them that they&#8217;d entered an artistic space. Working in the mid- to late-20th century, Neuhaus shared a number of insights and goals with contemporary Modernists in the visual arts, but his use of sound as a primary material gave his work a distinct status.</p>
<p>Neuhaus&#8217;s most famous piece is <em>Times Square</em>, an ambient drone that issues from beneath a  grate on 7th Avenue between 45th and 46th streets in Manhattan:</p>

<p><em>Times Square</em> is unmarked, and essentially unrecognizable as art. Passersby notice it all the time, and may even stop to listen, but generally in the assumption that the sound, however unusual, has something to do with the subway or Con Ed. In this respect, it can induce a kind of self-discovery for those who come upon it. Neuhaus hoped that such moments would be a gateway to more attuned listening down the line.</p>
<p>This piece, like much of Neuhaus&#8217;s output, was initially temporary. The Dia Art Foundation, however, has funded its continued installment since 2002. The quasi-permanence of <em>Times Square</em>, its objecthood, stands in ironic contrast to its intention &#8211; to project an artistic intervention without, at least as far as the listener realizes, marking itself off from the rest of the world.</p>
<p>The individual contributors to <em>Max Neuhaus: Times Square, Time Piece Beacon</em>  (namely: Lynne Cooke, Alex Potts, Branden Joseph, Peter Pakesch and Ulrich Loock, Liz Kotz, and Christopher Cox) seem not to have read each others&#8217; essays &#8211; their discussions are at times redundant &#8211; but this is actually a good thing. Perspectives shoot off like branches, parallel in some places, jutting sharply in others. The same quotes and chestnuts about Neuhaus are deployed repeatedly, but each interpretive treatment has its own gloss.</p>
<p>The question most consistently addressed in the catalogue is that of the migration from time to space. Neuhaus, by rejecting music, was also rejecting the proscribed duration of artwork. Rather than asking an audience to sit still and listen for a particular span of time, he wanted to alter the mood or character of public environments &#8211; of spaces. Alex Potts quotes Neuhaus: &#8220;Traditionally composers have located the elements of a composition in time. One idea which I am interested in is locating them, instead, in space, and letting the listener place them in his own time.&#8221; </p>
<p>This concept seems to have been initiated as a means of <em>transformation</em>, in which sound would decorate an already-installed architecture and make it feel different, to one where sound was itself treated as an autonomous spatial reality. This distinction is critical, recognizing as it does that sound is a material form rather than an ethereal engima. Sound, like any other space (including conventional architecture), requires both labor and maintenance.</p>
<p>Nevertheless, there was a register to Neuhaus&#8217;s politics that rejected the temporal structures of a capitalist society, and thereby its logic as well. So, even though his sound installations drew attention to the potent reality of sound, they also promoted a form of community predicated on phenomenological non-differentiation. Sound thus was used as a form of bodily envelopment that could envelop everyone at once. The question here, as Potts writes, was &#8220;How [ ] to make public art for a society that is intensely individualistic and whose public spaces, while shared by and open to a multitude of people, atomize the perceptual and mental world of those passing through it?&#8221; In other words, Neuhaus hoped people would hear his work as part of a massive flow of time rather than as a single, discrete signal. The last essay in the catalog, Christopher Cox&#8217;s <em>Installing Duration</em>, situates Neuhaus&#8217;s philosophy within broader mid-century debates about the nature of time &#8211; though politically radical in some sense, he was mostly in the mainstream among artists.</p>
<p>On a practical level, Neuhaus&#8217;s ethos of how to manage urban space was laid out most clearly in an Op-Ed published in the New York Times in 1974. In brief, aesthetics, joy, and discovery should trump the rationalization of space. The piece is reprinted in its entirety here:</p>

<p>The popular concept of ‘noise pollution’ is a dangerously misleading one. In reality, dangers to hearing do exist in prolonged, excessively loud sound levels. However, the residue of the idea that has ended up in the mind of the public because of misleading publicity is that sound in general is harmful to people. </p>
<p>A brief examination of a pamphlet Noise Makes You Sick published by the Department of Air Resources of the city’s Environmental Protection Agency is typical of the literature and clearly illustrates the problem. </p>
<p>The first sentence, ‘Sound is instantly transmitted from your ears to your brain and then to your nerves, glands and organs’, is of course literally true. Actually the reaction doesn’t normally go as far as the glands and internal organs. </p>
<p>However, we are left with the impression that we have absolutely no defense against unwanted sound. This is untrue. The body has automatic reflex barriers, both physical and psychological, to deal with sounds it does not wish to react to. </p>
<p>The pamphlet goes on, ‘Any loud or unexpected sounds put your body on alert’. This is true with a newborn child or in primitive societies, both of which need this reaction to survive. But certainly the modern urban dweller is not put into a state of fright (except of course when there is actual danger) very often by the sounds around him.</p>
<p>A human being conditions himself fairly quickly to what is ‘loud or unexpected’ in his particular environment. </p>
<p>Once having ‘established’ the impression that we are constantly in a state of ‘fright’, though, the brochure goes on to extrapolate in august pseudo-medical terms: &#8216;Adrenalin, an energy-producing hormone, is released into your blood stream. Your heart beats faster, your muscles tense, and your blood pressure rises. Sudden spasms occur in your stomach and intestines’. This finally gives the impression that every honking horn brings us a little bit closer to death.</p>
<p>The law defines noise as ‘any unwanted sound’. Surely several hundred years of musical history can be of value. At the very least they can show us that our response to sound is subjective, that no sound is intrinsically bad. How we hear it depends a great deal on how we have been conditioned to hear it.</p>
<p>Through extreme exaggeration of the effects of sound on the human mind and body, this propaganda has so frightened people that it has created ‘noise’ in many places where there was none before and in effect robbed us of the ability to listen to our environment.</p>
<p>Admittedly it may be necessary to oversimplify an idea to bring enough public pressure to bear on the producers of ear-damaging sounds in our environment to stop this victimization of the public. This degree of misrepresentation is not only unnecessary, but irresponsible and ultimately negative.</p>
<p>This present concept of noise pollution condemns all sounds by leaving, in the public mind, the impression that sound itself is physiologically and psychologically harmful. </p>
<p>It is this exaggerated and oversimplified concept that is doing most of the damage, not sound, damage that can and should be rectified by curtailing misleading propaganda and showing people other ways to listen to their surroundings. </p>
<p>Obviously we need to be able to rest from sound just as we do from visual stimulation; we need aural as well as visual privacy. But silencing our public environment is the acoustic equivalent of painting it black. Certainly just as our eyes are for seeing, our ears are for hearing.</p>

<p>Undoubtedly, the most difficult claim here is that anti-noise legislation &#8220;has created ‘noise’ in many places where there was none before,&#8221; that the problem of noise is a consequence of a particular political reality that refuses listening as an art form. Neuhaus, tellingly, retreats from pure relativism, but remains adamant: we benefit by being receptive, and suffer by being too defensive.</p>
<p>Such a celebration of listening, because it locates artistic agency not in singular geniuses but in everyone, leads logically to the kind of anti-elitist stance that Neuhaus ultimately took. Thus, despite his explicit rejection of capitalism, Neuhaus was actually a proponent of installations and even mass-market gadgets that could bring avant-garde sonic experiences to the common man. Branden Joseph&#8217;s essay, <em>An Implication of an Implication</em>, discusses a couple of these fascinating ideas. One was a &#8220;silent alarm clock&#8221; that slowly, almost imperceptibly, increased in volume; the after-image caused by the cessation of sound would be the effect that woke its user, rather than the typical series of jarring beeps.</p>

<p>Another, called &#8220;Max-Feed,&#8221; was a machine that users could place next to their stereos, causing a wall of feedback noise. </p>
<p>These devices, though fascinating, were arguably the weakest ideas of Neuhaus&#8217;s career. They were attempts to objectify and lend semi-permanence to sound installation. On the contrary, the strength of <em>Times Square</em> is precisely its resistance to objecthood. That piece appeals to listeners without revealing itself as emanating from anywhere &#8211; and indeed, maybe it doesn&#8217;t. The fact that this catalog doesn&#8217;t even attempt to contain the artwork that is its main focus is really the highest compliment to an artist who, at his best and for all the right reasons, didn&#8217;t want to be pinned down. </p>

<p>&#8220;As for cost-benefit analysis,&#8221; Gordon Hempton begins a climactic soliloquy to an audience of frowning Federal Aviation Administration agents, &#8220;we have three million visitors to Olympic Park each year. We&#8217;ve had two timber mills close. I have seen the poverty in the town of Port Angeles. I live there at the park. To be designated the world&#8217;s first quiet place and to develop quiet tourism in that area &#8211; let me tell you, I do a lot of traveling and it is so noisy. There is a tourist need for this quiet place. It would be a tremendous benefit.&#8221; <sup>[<a name="id394062" href="#ftn.id394062">1</a>]</sup></p>

<p>Hempton is a professional sound artist with a Utopian environmental streak, and he arrived in Washington D.C. with a mission. His conversation with the FAA concludes a cross-country funeral for a time when you could still hear yourself think, damn it, a death he&#8217;d like very much to undo. He blames noisy machines and an etiquette deficit for the deadly din, but is pitching his <a href="http://www.seattlemag.com/0p135a1263/in-search-of-onesquare-inch-of-silence/">one square inch of silence campaign</a> in an effort to turn things around and restore some peace and quiet.</p>

<p>The proposition is simple: reroute a few planes each day, and the Hoh Rain Forest in Washington&#8217;s Olympic National Park will be <em>perfectly</em> free of man-made noise, especially the mechanical kind, at all times. According to Hempton&#8217;s empirical calculations &#8211; and he is <a href="http://www.soundtracker.com/">an impressively-credentialed</a> listener &#8211;  the Hoh is the last place in the United States where this condition might yet be possible. But if one place can reach that state, perhaps visitors will awaken to the value of silence, and spread the word.</p>
<p>Hempton&#8217;s mission is deeply sincere, and he can be convincing. His field recordings in national parks are among the loveliest I&#8217;ve heard, infinitely more attentive to species and their spaces than garden variety &#8220;nature sounds&#8221; recordings. (The book comes with a CD that aurally annotates each leg of his trip.) </p>
<p>The most urgent argument in the book is that human beings are not the only sonically-aware species on the planet. When a given ecosystem gets noisy, animals that communicate through sound must either <a href="http://www.guardian.co.uk/environment/2009/jun/03/great-tit-city-bird-song">compensate</a> or leave. A substantial body of research attests to these ecological effects; Hempton gives us a visceral sense. Further, for species that instinctively associate loud noise with predators, industrial sound will always compel them to flee &#8211; there is no potential to rationalize the source, as there may be with humans. Without question, sound needs to be folded into any environmental conversation that wants to consider other species.</p>
<p>Unfortunately, in the move from awareness to political action, things get murkier. Except for brief passages where he admits a nostalgia for the quaint aurality of trains, baseball, and local restaurants, Hempton paints all human sound as a blight. If you&#8217;d never lived in a city, you might think they existed to steal your hearing &#8211; thank goodness the trip doesn&#8217;t run through New York. Bluntly, the wholesale dismissal of urban space for containing too much human sound is a brash move when more than half the world&#8217;s population lives in such places. </p>
<p>The reader may want to know: What options exist for urbanites? This isn&#8217;t really Hempton&#8217;s concern. During the meeting with the FAA, however, something predictable happens, suggesting that perhaps it should be: the conversation turns to money. Flight patterns cannot be rerouted, the FAA reps insist, because even a brief deviation from a straight line costs precious minutes, which means burning extra fuel, which means significantly higher ticket costs in a climate where even pretzels are a luxury. </p>
<p>Hempton fantasizes that airline passengers might be willing to pay more for the knowledge that their flight was not disrupting a delicate serenity below. Even if that were true, this moment in the book compels us to reflect on the entire journey: the journalist drove a rattling VW bus across the entire United States, with a brief intermission to fly back to Washington state from Chicago, and at the end shipped the bus back coast-to-coast to avoid it breaking down on the way. The amount of noisy travel time logged in the name of silence here was tremendous. And that is not to mention the equipment &#8211; cell phones, laptops, noise meters &#8211; that had to be manufactured and shipped, nor the importation of gas, and so forth. I mention these things not to paint Hempton as a hypocrite, which I have no reason to think him, but to suggest that in a globalized, capitalist world, human noise (and pollution more broadly) is a consequence of everything we undertake &#8211; including activism. There are simply too many people on the planet, with too many modern tendencies that speak to plenty of legitimate needs, to think that we can return to a noiseless Utopia. Even the success of Olympic Park as a mecca for quiet-seekers would be self-defeating, once too many people showed up. The only way around this would be a capitalist dystopia in which everyone was isolated, all the time, in their own soundproof pod, a future that Hempton is too much of a humanist to be tempted by.</p>
<p>The challenge thus becomes creating a thoughtful and ethical soundscape, one that doesn&#8217;t bother portraying human sound as unnatural since we all know it&#8217;s inevitable &#8211; one that thinks about the modern sonic environment like an architect and a <em>good citizen</em>. </p>
<p>The book that takes us there remains to be written. (If it arrives as a book at all.) But in the meantime, Steve Goodman offers an opening. The appeal of his new monograph, &#8220;Sonic Warfare,&#8221; is to consider the politics of sonic frequency in addition to volume, specifically within capitalism.<sup>[<a name="id394062" href="#ftn.id394062">3</a>]</sup> Though the distinction between volume and frequency may seem merely technical, it certainly has its consequences. Differently pitched sounds do different things to bodies, within the audible spectrum as well as above and below it. Unfortunately, the recent history of research on the effects of frequency has largely taken place within the military and industry for the sake of coercion. Paranoid Cold War technicians failed to find a sonic magic bullet that might paralyze the enemy&#8217;s will, but modern security forces make liberal use of illiberal technologies like <a href="http://www.compoundsecurity.co.uk/anti-loitering-equipment">the Mosquito</a>, the <a href="http://www.weirdvibrations.com/2009/09/30/lrads-silenced-by-sound/">LRAD</a>, and the <a href="http://www.weirdvibrations.com/2009/11/02/the-rumbler/">Rumbler</a>. This is an addition to Muzak and other vaguely musical decorations meant to keep consumers docile.</p>
<p>If noise, for Hempton, is the consequence of neglect &#8211; a mound of radioactive garbage that humanity refuses to stop feeding &#8211; for Goodman it is itself an ecosystem in need of tending. He argues that the human sonic environment has been polluted not only by sound that moves bodies through space (a &#8220;sonic architecture of control&#8221;<sup>[<a name="id394062" href="#ftn.id394062">4</a>]</sup>), but by sound that conditions people for things that haven&#8217;t even happened yet &#8211; a creepy futurity that fills us with dread.  Instinct and culture here are separate but complementary domains: Noise above 80 decibels activates a low-level fight-or-flight response in the human body, making us jittery, and the effect is enhanced through specific sounds: &#8220;burglar alarms, ring tones, alarm clock, fire alarms: a whole directly affective asignifying semiotics of emergency, a call to action, the inducement of a state of readiness, initiating a kind of technical antiphony. Wake up! Run! Beware! Respond! Act!&#8221; <sup>[<a name="id394062" href="#ftn.id394062">5</a>]</sup> Noise suddenly sounds less like a pollutant and more like a deliberate form of control, rewarding some while limiting others.</p>
<p>In less intentional moments, sound may also behave like a virus, moving among hosts. <a href="http://en.wikipedia.org/wiki/Earworm">Earworms</a>, for example, extend the ubiquity of sonic logos (Goodman suggests that corporations are well-attuned, these days, to sonic branding) long after they&#8217;re played aloud. This type of virus is a mild but not insignificant problem for the host, who during infection may pass the worm on to others. Meanwhile, the viral metaphor is an apt description for modern music distribution, in which piracy and traditional control are harder and harder to tell apart. To his credit, Goodman does not commit to an equation of pirate resistance with liberation &#8211; like a virus, sound mutates, and will certainly have unintended effects, both good and bad. The book ends with a strong rebuke to the techno-optimists: &#8220;The military makes nonstandard use of popular music, while underground music cultures make nonstandard use of playback technologies, communications, and power infrastructures.&#8221; <sup>[<a name="id394062" href="#ftn.id394062">6</a>]</sup> Once technologies exist, they are politically up-for-grabs.</p>
<p>However, he is sensitive to the fact that sounds are not only made to control, but also to empower. Special consideration is given (a la <a href="http://www.spikemagazine.com/0400brilliantsun.php">Kodwo Eshun</a> and <a href="http://www.english.emory.edu/Bahri/Gilroy.htm">Paul Gilroy</a>) to figures in black music who thematize race as an ongoing history of alienation, including the least-literal-luminaries of free jazz, Detroit techno, and DJ culture, and who offer their art in all sincerity as a means of short-circuiting the system. Deep bass, for example, felt more than heard, can be euphoric, resulting in the precise opposite effect of crowd-scattering security devices.</p>
<p>Still, as much considered attention as it pays to artwork, &#8220;Sonic Warfare&#8221; is neither a piece of music appreciation nor a map, through music, to liberation. Rather, it offers frequency as a much-needed addition to the field of sonic ecology, and draws our attention <em>as ecologists</em> to the realm of human relations. It is in fact tempting to say that, despite their often profound differences as writers and philosophers, Hempton and Goodman actually complement one another as sonic ecologists. They share, if nothing else, a defiant stance toward the predatory tendencies of capitalism. And Goodman&#8217;s gesture toward frequency is one that cannot be taken too seriously by someone like Hempton. Simply put, this is because other animals hear at different frequencies than we do &#8211; a dBA reading says little about how human noise affects bats, since the bulk of their communication occurs too high in the frequency band for us to pick up with our ears.  </p>
<p>The trick, now, is to develop a sonic ecology sophisticated enough to tell us something about the interworkings of biology &#8211; not just human biology &#8211; and capitalism. </p>

<p><a href="http://www.quiet.org/quiet-list/msg00154.html">People</a> <a href="http://www.silobreaker.com/man-charged-with-noise-row-murder-5_2262774357069660192">kill</a> <a href="http://www.azcentral.com/news/articles/2009/08/13/20090813mr-homicide.html">other</a> <a href="http://www.wwaytv3.com/node/13336">people </a> <a href="http://www.wwaytv3.com/node/13336">distressingly</a> <a href="http://firegeezer.com/2008/05/15/cleveland-ff-convicted-on-murder-charges/">often</a> over noise.</p>
<p>Plenty of evidence implies that the planet is noisier than at any other time in human history. What now?</p>

<p>Before attempting to answer that practically &#8211; and we will, here, over time &#8211; we can begin by ruling out a few well-worn, fatally flawed approaches. Today&#8217;s approach is both the most common (by far) and one of the easiest to take down. It is the fantasy of silence.</p>
<p>The <em>Times of London</em> recently gave writer Helen Rumbelow one of those tedious assignments where the journalist is supposed to go out and search for an oasis of <strong>true quiet</strong> amidst the ubiquitous din of modern urbanity. Conventionally, the journalist either finds a single tranquil place or doesn&#8217;t; either way, the moral of the story is that we&#8217;ve forgotten the value of silence, and by extension neighborliness, peaceful contemplation, relaxation, and so forth.</p>
<p>In her piece, titled &#8220;Silent Night &#8230; Is There Peace Anywhere in Britain?,&#8221; Rumbelow <a href="http://women.timesonline.co.uk/tol/life_and_style/women/the_way_we_live/article6964353.ece">takes the high road</a> considering that her assignment was essentially a straw man. After moving through the usual tropes of noise control, she makes some great points.</p>
<p>To paraphrase the article, <em>Britain is noisier. People have become exasperated. Noise-reduction experts agree that the problem stems in large part from overpopulation. But too much regulation on behavior (i.e., no peeing standing up in apartments after midnight) can be overkill. Besides, noise is also caused by more and louder technology &#8211; including things that can&#8217;t easily be limited, like motor vehicles. Such noise is not only annoying, it&#8217;s physically damaging to our bodies. Ultimately, since we can&#8217;t achieve total silence, perhaps we can overlay nicer sounds &#8211; like waterfalls. Finally, it is worth considering that people seem to tolerate mechanical noise better in developing countries. Is sensitivity to noise a disease of affluence?</em></p>
<p>Rumbelow offers, provocatively, that part of what makes certain sounds tolerable is not only, generically, that they&#8217;re subjectively pleasing, but that they signify things beyond human control. Some of the loudest sounds we hear &#8211; waves crashing, thunderstorms, forest animals &#8211; are usually pleasing in spite of their volume, and even their irregularity. Conversely, the animal sounds that do tend to bother urban-dwellers, like the aforementioned barking, are those that come from domesticated beasts, which people are ostensibly responsible for controlling.</p>
<p>On this, Rumbelow writes:</p>
<blockquote><p>I have come to think that our relationship with noise is like our relationship with God, or with universal forces beyond our control. We crave natural sounds, such as that of the ocean, that are beyond our power. We long for the incorporeal, and our longing intensifies the more the noises of other people press in on us.</p></blockquote>
<p>So, then, is sensitivity to noise actually a disease of the triumph of <a href="http://en.wikipedia.org/wiki/Classical_liberalism">classical liberalism</a>, in which people understand themselves as free actors with the right to control their environments? If we run with this thesis momentarily, we might conclude that nostalgia for silence is really a displaced lust for dominance &#8211; in particular, dominance over the actions of other people, which is one hell of a paradox for a philosophy of political freedom.</p>
<p>Whether or not this thesis is true, its mere possibility is one of many strikes against the open-ended idea of noise control animated by the fantasy of silence. This is because every time we choose a target for noise abatement, our choice is not only about volume, but about our own hearing. This doesn&#8217;t mean, at all, that the definition of noise is totally subjective and thus impossible to do anything about. It simply means that too few quests for greater quiet have considered the <em>politics of listening</em> in sufficient depth.</p>

<p>A quick walk through any store targeted to people twenty or younger &#8211; in other words, almost any store &#8211; reveals the importance of emphatic sensory appeal to product value, especially for toys and games. The best-selling holiday items are often outfitted with literal bells and whistles, or the 21st century equivalent.</p>
<p>This has perpetrated something of an arms race among toy manufacturers. It&#8217;s not unheard of, according to some reports, for holiday toys aimed at children younger than three to reach 115 decibels or higher. The risk of hearing loss is made worse, many note, because children have short arms, and generally play with their toys at a very close distance. For accuracy, decibel measurements thus must be taken from just a few inches away. Children also have smaller ear canals, which make them more susceptible to auditory damage even after a few seconds of listening.</p>
<p>Here is the <a href="http://www.sightandhearing.org/news/sands/html_sands/nl_winter08.asp">Sight and Hearing Association</a>&#8216;s top offender from 2008, the Shake &#8216;N Go, a toy car that reaches 120.8 db, in action.</p>

<p>The United States issues recommendations for toy volume, but compliance is voluntary. Canada has stricter regulations, but many toys surge past the limits anyway. A number of <a href="http://www.canada.com/vancouversun/news/story.html?id=70db528b-3124-4c7a-9988-ae4251da1480">independent</a> <a href="http://www.ky3.com/news/local/78189682.html">tests</a> quoted in news stories found that well over half of popular holiday toys significantly exceeded guidelines or recommendations.</p>
<p>&#8211;</p>
<p>The research in audiology is conclusive: children experience real risk by playing with loud toys. Hearing loss, especially at a young age, is not only inconvenient, but a demonstrable <a href="http://www.designshare.com/research/lmaxwell/noisechildren.htm">impediment to learning</a>. There is a definite need for regulation that would limit these harmful effects.</p>
<p>Toys are loud because it&#8217;s profitable, and so in a sense necessary, to make them that way. We&#8217;ve discussed <a href="http://www.weirdvibrations.com/2009/10/28/silence-the-silent-killer/">in this space</a> a certain general trend toward greater silence in product manufacture, as a way to signify modern and especially &#8220;green&#8221; technology. But such a shift has hardly taken effect among children&#8217;s toys. One can see the stirrings, however, of a kind of elite response, underwritten by boutiqueish nostalgia, for <a href="http://store.americangirl.com/agshop/static/home.jsf"> playthings that would never blare out music or canned phrases</a>. When I (b. 1980) was little, interactive educational toys were de rigueur among concerned parents; adjusted for the volume demands of the contemporary marketplace, would these still even qualify as safe? </p>
<p>With respect to noise, toys are in the same ironic position as most consumer goods.  Even once sound became too loud for political comfort, industry couldn&#8217;t turn down the volume on consumer taste. Niche markets, ostensibly healthier for our ears, began to develop, but these are an incomplete solution, because they stigmatize noise rather than diminishing it. Meanwhile, those who consume &#8220;mass market&#8221; goods (i.e. the most affordable offerings), through no fault of their own, put their children in a disadvantaged position.</p>
<p>There is a clear burden on government to introduce significant regulation. But we should also recognize that the origin of the problem is deep-seated.</p>

<p><strong>I. THE HOTEL (HAVING LEFT HOME)</strong><br />
<em>The scene opens in a hotel room, luggage splayed on the bed, a copy of Time Out Bangkok folded over to a page of events listings on the night table.</em></p>
<p>A. This paper will be delivered as an imaginary travelogue. On a narrative level, we move from a hotel in Bangkok to a rock concert a few miles off. On a theoretical level, we move from a discussion of urban spatiality to the point where an empirical examination of contemporary musical practice in Bangkok can begin, searching as we move for connections and patterns of determination between spatial configurations and culture. The things we see and hear along the way will serve as catalysts for specific discussions about the production of space and its potential relationship to new methods in ethnomusicology. </p>
<p>B. What do we mean by the production of space? The term itself comes from Henri Lefebvre, who emphasized the political and historical richness of space – urban space, mental space, safe space, national space. Lefebvre sought the material basis of each of these metaphors, and in doing so challenged the idea that they were indeed metaphorical at all. Space is not an empty vessel into which humanity pours its actions, but is an object of labor, contest and transformation. Lefebvre’s approach has been influential for a number of Marxist geographers, including several prominent Thai ones, and has worked towards upending the idea that spatial containers such as cities, states, and cultural identities are fixed and pre-given containers, rather than political emergences.</p>
<p>My argument is that we can usefully refigure our analysis of discrete musical events by focusing on the production of their spaces. In Bangkok, like many modern urban areas, this means dealing with mobility in some historical and ideological detail. Subjectivity in capitalist space is largely defined by the way one moves around. Modes and timing of transportation are significant class markers, for example. And a spatial regime predicated on mobility, as we will see, has had all kinds of implications for musicality.</p>
<p>So, as a complement to the other papers on this panel, which consider technologies of mobile listening, I want to examine how technologies of mobility, broadly considered, have been brought to bear on listening, even the kinds that might appear, at a glance, situated.</p>
<p>C. Ethnomusicologists have tended to study Thai music locationally, much as ethnographers have tended to study culture of all sorts. At times they have had good reason to do so. Traditionally, which is to say in the years before bureaucracy and mechanical reproduction, musical knowledge in Thailand was transmitted from teacher to pupil firsthand in the teacher’s home. I quote Patricia Shehan Campbell, writing in the 1990s, at length &#8211; “for the serious musician, the piphat houses provide the intensive training that performance mastery requires – the frequent one-on-one lessons with a master musican-teacher, the uninterrupted periods of solo practice and ensemble rehearsals, the continuous stream of music and musical commentary that hangs in the air. The piphat houses provide an ambience unequalled in Thailand, and rarely found in other world contexts. That these houses remain at all is surely a testimony to the strength of the system, and to the realization that such training has produced Thailand’s greatest musicians.” For Shehan-Campbell, Pamela Moro, Terry Miller, and many others, home-based pedagogy proved more potent than the modern techniques that supplanted it, such as following along with a recording or learning from sheet music. These scholars argue that new methods privilege speed over mastery, sacrificing technique in the process. With regard to historical standards, they are correct.</p>
<p>D. Nevertheless, and perhaps regrettably, home-based musical education in Thailand has grown rarer through the decades, beginning with the fall of the absolute monarchy in 1932. In that year, court musicians stopped receiving patronage from the king, and the burden of support for musical training shifted wholesale to the federal government. Numerous scholars, including Wong and Miller, have written about this transformation in detail. Today, Thai classical music is organized, taught, and performed under the authority of the Department of Fine Arts. Ensemble music is housed almost exclusively within the public educational system, from elementary programs up to the universities, and, as Wong suggests, public performances are now calibrated to serve the specular goals of the state, including the appearance of enlightenment, historical cohesion, and modern nationhood.</p>
<p>E. Thai nationalism arguably reached its apotheosis at precisely the moment when ensemble training left home; that is, during the U.S. military engagement in Southeast Asia in the middle years of the 20th century. Thai political figureheads worked tirelessly to avoid colonization or direct occupation, and succeeded through a policy of strategic acquiescence to the American political agenda. This included making a convincing show of hunting communists as well as offering the northern provinces as bases from which to launch air strikes during the Vietnam War. In those same years, the transient presence of more than 1 million American G.I.’s throughout the course of the war fueled a booming tourist economy. Bangkok had around 40,000 tourist visitors annually in the late 1950s; by 1970 it had 600,000.  And with economic growth came mobility outward as well; increasingly, Thai students as well as a number of senior officials spent significant time in educational programs in the United States. A catalogue from a recent exhibition at the Thailand Creative &#038; Design Center claims that “Thai architecture of the late 60s was catalyzed by three main forces: the advent of modernizing urban lifestyles, new construction technologies, and the return of overseas-educated Thai architects influenced by Western modernist principles.”</p>

<p>The spaces of the city thus changed dramatically, as hotels and offices quite literally sprouted on top of rice paddies. Those years saw the development of a metropolitan infrastructure that could both entice and accommodate international visitors, laborers, ex-patriots, and business people.</p>
<p>F. As for musical practice, a military-sponsored globalization of the economy effectively recast the home as a single pulse in a quotidian rhythm that integrated Thai music elsewhere – pedagogically, as a part of the educational system, and performatively, on the highest international stages available. Traditional music, for the first time in Siamese history, became a category unto itself, distinct from a growing array of popular alternatives that operated according to their own spatial logics.</p>
<p>G. Anyway, here we are, in our hotel room, tourists about to leave to see a show. </p>
<p><strong>II. SUKHUMVIT ROAD</strong></p>
<p><em>We step outside, and are hailed immediately by everyone. A woman fries noodles on a wheeled griddle; a man hawks summer blockbusters from overseas; a tuk-tuk driver asks where we’re going; a taxi honks; a bar girl tells us we’re handsome.</em></p>
<p>A. Ross King and Cuttaleeya Noparatnaraporn argue that many Bangkokers are uneasy about the streets, or thanon, that serve as the city’s primary arteries. In the past, it was the canals, or khlong, that people traveled along. Many khlong are still used today, especially by poor Thais, for transportation, cooking, and bathing, but they are unspeakably filthy. For the authors, thanon exemplify the regime of empty surfaces that reigns over public life in the modern era, while khlong represent neighborliness and depth. The abject toxicity of the khlong today is powerful evidence that modernity disregards the values that flow through it. Using the physical characteristics of water and land as metaphors, King and Cuttaleeya describe a zero sum game between fluidity and segmentation. And their dichotomy maps comfortably onto the prevailing lament among many ethnomusicologists for a waning moment of immediate pedagogical interaction.</p>
<p>B. However, it is well to remember that the paved roads of Bangkok are not only vacant conduits between the rhythmic pulses of a modern social space. Lefebvre reminds us that rhythms can be both linear and cyclical, that certain operations return continually to prior points while others process indefinitely. As aural arteries, thanon sweat with the clamor of exchange. They are unplanned and unpredictable, sometimes contradictory, all of which is to say noisy. There is a whole lot more to say about this, but we have to keep moving.</p>
<p><strong>III. SKYTRAIN</strong></p>
<p>Next we board the elevated subway, the BTS SkyTrain. Opened in 1999, the SkyTrain was intended to ease Bangkok’s notorious urban gridlock. In an ethnography of civil unrest in the city, anthropologist Alan Klima tells the story of a mobile phone commercial, based on a true story, that aired in the early 1990s. A pregnant woman, stuck in traffic, goes into labor. Armed with a cellular phone, she calls the hospital, which sends a helicopter to fly her out of the morass. Less than a decade later, the SkyTrain appeared just as heroically, as a savior gliding unimpeded above the polluted, jam-packed thanon. </p>

<p>As with many cities’ public transit systems, mobile communication technologies are highly prevalent on the SkyTrain. Commuters use the downtime of transit as an opportunity to talk to friends on the phone; teenagers send SMS’s and play games; and televisions alternately show commercials and offer bilingual information about the next stop. Sonically, the SkyTrain reveals some of the city’s most advanced efforts at efficient organization. Cross the yellow line near the tracks on any platform, and one of two safety officers will blow a whistle with impressive haste. Listen for station details pronounced in exquisite central Thai, through pristine loudspeakers. Watch advertisements that help fund system maintenance. Recognize every digital ring and ping from someone’s device as a meaningful form of address. This is not the whole story of sound on the train, but our stop is coming up.</p>

<p>Lastly, the advent of the SkyTrain has had an important impact on musical space. Mass transit links far flung parts of the city, opening up scores of potential new venues that would have been impractical twenty years ago. Middle- and upper-class audiences in particular can be expected to travel quite far, and with round-trip fares on the SkyTrain as low as 50 cents U.S., the cost is not prohibitive. Some of Bangkok’s more creative indie promoters have taken advantage of this situation by scheduling shows in surprising, inexpensive venues, including the occasional illegal warehouse party in an industrial area or blue-collar neighborhood. These shows are explicitly non-local affairs. The mobility of the audience means that promoters can attempt to summon listeners without advance notice, to congregate in whatever location works for their purposes at that moment.</p>
<p><strong>IV. ROT MOTOSAI</strong></p>
<p><em>We reach our stop. As we walk down the steps from the SkyTrain platform, we notice that this area is altogether unlike Sukhumvit Road. The signs are almost exclusively in Thai, for one thing, and there is a lot less neon. Furthermore, we are no longer bombarded with the promise of infinite pleasure for just a few baht. In fact, the only human beings in view are four men wearing orange vests lounging on motorcycle taxis next to a 7-11, passing around a bottle of whiskey and cracking jokes about our weird farang clothing.</p>
<p>Since the show is almost a mile up the side road, it makes sense to hitch a quick ride. </em></p>
<p>Mototaxis are a cheap and common form of transportation, used mostly for short trips like this one. They are also far and away the most dangerous way to get around town, as the leadfooted drivers blatantly ignore red lights and even sidewalks while you cling to their vehicle, wearing a cracked helmet or none at all. Weaving through traffic is, in contrast to the SkyTrain, an inelegant form of mobility. You can do it, but it’s risky, not to mention somewhat vulgar.</p>

<p>Although precise occupational statistics are difficult to find, most mototaxi drivers arrive from Isaan, the impoverished, agrarian northeastern region of Thailand. Internal migration from Isaan has grown substantially as upcountry folk have come to Bangkok in search of higher wages to send back to their families. Many find employment in construction, day labor, transportation, or as sex workers. They speak a highly distinct regional dialect largely incomprehensible to central Thais-speakers, which is a frequent source of derisive humor.</p>

<p>Isaan’s most visible cultural contribution to contemporary Bangkok is, ironically, music. Morlam and lukthung styles, which originated in the northeast, have been seized upon by proponents of Thai nationalism (most of whom hail from Bangkok) as symbols of a shared national heritage. Whereas northeastern styles were once considered base among the metropolitan elite, they have slowly gained cache since the 1980s. Miller describes this sea-change of taste in his 2005 article, “From Country Hick to Rural Hip: A New Identity Through Music for Northeast Thailand.” And Pamela Moro suggests that many musicians now supplement their income playing Isaan music at tourist venues in Bangkok. Many of these performances, which take place in the same neighborhoods as western bars and clubs, also feature dancers in stylized regional costumes. Although the shows are pretty kitschy, both tourists and urban Bangkokers invest a great deal in their authenticity. Appropriation of regional music is a political and musical gold mine.</p>
<p>We attempt to haggle with the driver, but our accent betrays us. The three-minute trip costs an exorbitant 30 baht.</p>
<p><strong>V. VENUE</strong></p>
<p><em>We arrive, at last, at our musical object, a concert taking place in a venue called the Live House. For now, we can only hear the music obscurely, as a nebulous cloud pushing outward against the doors, the lower frequencies escaping into a cavernous, marbled courtyard. There are no names yet, no lyrics and no instruments. There will be plenty of time for those. </em></p>

<p>This clip is not offered in irony, as a symbolic turn away from music. By stopping at the doorway, before we reach “the music itself,” I hope it will be clear that a discussion of mobility has not been incidental to musical production. The process of pursuing a musical object is itself highly revelatory in a way that can and should be meaningful to ethnomusicologists. In the paper just presented, what we heard as we traveled, from street noise to accents, held out quite a bit of useful data about the production of the music that lay behind the door, still beyond our ears. I am not suggesting that we dispense with conventional musical analysis, but I hope that by isolating and listening closely to the journey, I have convinced you that attention to space can be a useful ethnographic method.</p>
<p>And if the trip was dizzying, if it left us with a nebulous cluster of conclusions rather than a concrete object to take home, perhaps we should let it be so. The phenomenological experience of moving through an urban area, through channels carved out according to a variety of logics, has a great deal to teach us about spatial contours and effects, which bear in no small way on the bundle of relationships called culture. Understanding the relationships between space and cultural practice will require enduring a little motion sickness.</p>
<p>Finally, too often the traditional and the modern are dichotomized and counterposed, eastern body and western infection. But modernity is not a viral condition. It is a diffuse ideological regimen with a long and complex history that demands new ways of thinking through identity, including some that are equipped to consider mobility more acutely than situation. For ethnomusicologists, it is crucial to recognize that music in a modern moment – be it received as traditional, popular, or classical – is necessarily routed through a modern infrastructure. Listening to space, we can begin to hear how.</p>

<p>The soundwalks are sold in two parts; first, an MP3 that you play on your iPod and, second, a map that you use to follow a route that corresponds with what you hear. Each hour-long track is narrated by a venerable Chinese actress, who points out things you&#8217;ll see as you walk &#8211; parks, shops, landmarks. She speaks about the landscape in nostalgic terms &#8211; youthful romance, family, an elderly bicycle store owner who collects bells from around the world. Sounds, interspersed throughout, serve as nostalgic triggers. Orchestral music so heavy-handed that it borders on comical plays without pause. But the company and its products are never mentioned.</p>
<p>Why would a fashion designer sell soundwalks that bear no obvious relationship to its wares? Their effort is, in fact, part of a long advertising tradition, developed perhaps more intricately in fashion than in any other industry, and exemplified by the model. Just as fashion models are the ideal wearers of a given piece, scenic images and rhetoric generate its ideal contexts. Recall the catalogues of the J. Peterman company, satirized by <em>Seinfeld</em>:</p>

<p>The outlandish language of Peterman&#8217;s catalogue offers the consumer a narrative model, an <em>imaginary world</em> he or she can work to create, outfitted of course in the proper wool shirt and sturdy safari pants.</p>
<p>Bruce Weber is a famous fashion photographer whose campaigns for CK and Abercrombie, among others, are foundational. The summery, wistful style of the image below is Weber&#8217;s trademark:</p>

<p>His campaigns depict a fantastical universe of budding sexuality, shirtlessness, and wet golden retrievers. We immediately recognize the character types, and link them with what they wear.</p>
<p>&#8211;</p>
<p>Commercial soundwalks are a lateral movement from the Peterman and Weber campaigns. They are in truth no more enveloping than those ads, but they do operate a bit more powerfully in the contemporary moment. As <a href="http://www.weirdvibrations.com/?p=389">Dyson argues</a>, many people are apt to believe that hearing something through headphones dissolves the channels of aural mediation &#8211; truly and fully placing us in a separate world. The actress on the soundwalk MP3 seeks to &#8220;transport&#8221; the listener to &#8220;[their] Beijing&#8221; through an overlay of sonic triggers on what is properly regarded as the purely specular field of the city. Reality, in the problematic sense of the word that Dyson critiques in the rhetoric of &#8220;virtual reality,&#8221; is thereby branded, but the brand itself, like the technology, is invisible. And out of sight is, ontologically, out of mind.</p>
<p>All that matters about the reality so represented is that people be enchanted by it as an idea on the horizon, that they be willing to see themselves in it and work towards it as consumers. Its empirical nature is of no consequence to its creators otherwise, which should be worrisome.</p>

<p>The laughing contest fits the profile of your average provincial diversion &#8211; colorful, good-natured, and inexplicable to outsiders. The difference in this case is that Pattaya is a pretty rough town, with high rates of gang-related violent crime, prostitution, and drugs.  It was also the site of the 2009 red-shirt protests against prime minister Abhisit, which <a href="http://english.aljazeera.net/news/asia-pacific/2009/04/200941111243580125.html">forced the cancellation of ASEAN</a>. And it remains a <a href="http://www.bangkokpost.com/news/local/25831/ambassadors-outraged-by-hitler-billboard-on-pattaya-highway">pretty bizarre</a> place in more minor ways as well.</p>
<p>For the benefit of American readers, I was going to say that holding a laughing contest in Pattaya would be like holding a laughing contest in Newark. Then I thought Las Vegas &#8211; or Reno &#8211; would be a better choice. But Miami in the 1970s is probably more perfect. Both are formerly sleepy resort towns transformed in a short period by tidal waves of narcotics and commercial sex, and both have gone to great lengths to make themselves livable and (more crucially) visitable. In doing so, both cities also spin a narrative about winning a war against criminals, negating the impression that ill-gotten profits built the skyline in the first place.</p>
<p>The Thai Ministry of Tourism and Sports funds the laughing contest, along with its organizers, Ripley&#8217;s Believe it or Not.  Much like the facile nickname, &#8220;The Land of Smiles,&#8221; the contest &#8211; whether it began with such an intention or not &#8211; becomes a kind of top-down viral tactic by the government for disseminating happy narratives. Laughter is an especially astute choice because of its &#8220;infectious quality,&#8221; which is to say its tendency to spread involuntarily to all those within earshot. This is in (metaphorically rich) contrast to the kind of infectious epidemiology that generally characterizes a major sex trade outpost.</p>

<p>One day in downtown Bangkok, I crossed paths with a blind man using a lead pipe to echolocate his way down the street. The resonance of the hollow pipe is especially well-suited to producing sonic images that can reveal large objects at a distance &#8211; walls or buildings or sets of steps, say. This is a useful supplement to the cane as a means of feeling objects directly. As the man walked, a gym in the ground level of a shopping center played a trancy jingle through loudspeakers mounted outdoors. The gym is called <a href="http://www.californiawowx.com/Home/home.php">California WOW Xperience</a>, and they&#8217;re all over the city, enticing natives and visitors alike with kitschy, oily body-building imagery that nevertheless gets its point across.</p>
<p>Music in advertisements, rather obviously, recruits consumers. Songs plug into associations between identity and sensuality that we often don&#8217;t even realize we carry around. The California WOW Xperience ad declares in sensual terms (i.e., without needing to use words) that the gym is high-tech and modern. The accelerated tempos of trance suggest not only the pace of exercise but of the modern more broadly. The use of this ad thus creates and maintains a space that might &#8220;feel&#8221; &#8220;right&#8221; enough to passersby to entice them into laying down good Baht for a personal trainer or a yoga class or whatever.</p>
<p>Any useful acoustic analysis has to account not only for primary sound sources as they come into contact with materials, but also for reflections and noise.  Sounds interact with one another in complicated ways that can confound engineers attempting to manage sound environments. This recording gestures to another source of confusion, one that lies beyond echo or interference &#8211; listening. The taps happen to be audible acts of listening that disrupt or at least mingle with the advertisement, which is what makes this work as a piece (I think). But it should also remind us that listening is a kind of <em>work</em> we do <em>every time</em> we encounter a sound, even if it seems to be second nature.</p>
<p>The ad and the taps are also, finally, kind of amusingly indifferent to each other. I like this a lot, because it rightly insinuates (to my ear) that human encounters are only fleetingly cooperative and never truly systematic.</p>
